How do I use this guide?
The goal of our guide is to simplify a crowded election by highlighting candidates who will fight for working families in each Portland City Council District. Candidates are listed in order of number of labor endorsements, with the candidate having the most endorsements at the top of each guide. We recommend ranking candidates from 1 through 3 in the order we’ve provided, with the candidate at the top of the list being ranked as “1” on your ballot. If you’d like to rank more candidates, we’ve provided a “See More” button that opens up additional recommendations on our candidate guide.
Portland’s Ranked Choice Voting System
Ranked choice voting is a system that allows voters to rank candidates in their order of preference. In 2022, Portland voters approved a multi-member “top 3” version of ranked choice voting for city council races. The city was divided into four districts with each district electing three city council candidates.
Here’s how it works:
- Portland voters may rank up to six candidates on their ballot (1st choice, 2nd choice, 3rd choice, etc.) for Portland City Council and Mayoral races.
- Votes are counted in rounds, candidates with the fewest votes are eliminated, and their votes are redistributed until all seats are filled.

- How Many Candidates Can I Rank?
We recommend ranking your top three candidates. You will have space to rank up to six candidates on your ballot. Alternatively, you may rank as few as one candidate, but to maximize your voting power, we do not recommend ranking fewer than three.
- Can I Give Multiple Candidates the Same Ranking?
